(24.12.1) Support QA on multiple ADR instances by same Agent
If an agent is forced offline due to detected loss of connectivity while there is a session assigned to them, treat that Agent Out as a RONA (Redirect On No Agent) instead of ROAA (Redirect On Abandon Agent).
